Fuel starvation problems...

Hi everyone,
I've finally got the manual engine and box into my car and am trying to get it running.
Now starting has always been a bit of an issue and I half thought that changing the engine might get rid of the problem but typically it didn't...
So if I take the feed pipe off the fuel distributor and turn the engine over all I get is fuel coming out in coughs and splutters... What is the most likely cause please...
Fuel pump
Fuel filter (it did have one a couple of years ago but has sat a lot since)
Something in the tank
Other....
Your help would be much appreciated..
