These guys are the first to come to my mind but maybe they only do cylinder heads.

Where are you located or are you willing to ship the crank?
There are a lot of decent shops in the US that will do it. Depends on what your budget is. You could send to irelend, korman, VAC, Turner, etc. You could also buy the m20b27 crank I'm selling and build a nice stroker m20 motor with a lightened and balanced crank
