Dreaded shimmy

I have changed the lower arms and steering rack bushes on my car and notice that I still have a slight shimmy at 90-100kmh, which goes away at higher speeds. Assuming that this is not a wheel balancing issue, what else could be causing this issue? A defective upper strut mount, possibly?
Thank you in advance for any advice and suggestions.

As it happens at those speeds, I do think is is a wheel balancing issue. If it is not, it can be a bunch of other stuff. Rotten steering rack, steering rods, bushings etc

Mine has the shimmy between 40-45mph (65-72kmh). I've swapped everything but the rack, so I guess I'll have to look into that some time....

If your car has a manual steering rack, it may also have sloppy steering rack bushes.

Aren't they all manual? You mean non powersteering, I think?

Thank you all for the advice. I have just changed the steering rack bushes on my non-PAS steering. The lower arms are new too. The steering rods are fairly new too. So, I can rule out these possible sources of the problem. I will try balancing the wheels again and see if there is any improvement.
Thanks again.
