number plate light not working

I was wondering if anyone could give some advice

I bought 2 new bulbs for the number plate lights, gave everything a bit of a clean, switched on the lights and...NOTHING. The garage guy reckoned the wires are live, but he thought they might not be earthed. I don't know much about this kind of stuff but it looked like where the casing of the light is screwed into the bumper is the earth.

Any ideas?

If the earths are bad then run some new ones. Even temp ones just for the MOT. If there's a live wire to one end of the bulb just earth the other. Make sure that rust under the lamp holder etc, isn't breaking the connection?

It was just a cleaning issue after all, just needed a proper scrub. MOT passed and all good.
