Fuel Tank and BBS spoiler

Thought i would put both questions on the same thread.
1.How do I drain my fuel tank I think it has stale fuel in it.
2.I have bought a BBS front spoiler but the paint work is naff,can I use paint remover on it or will it damage the plastic?

inbetween the two tanks is a link pipe. pull that off.
