I Think they do that so that we do not find out the original licenseplate number.
In holland everyone can find out a lott of info of the car with the internet. The dutch registrationoffice has a website where you can put the number in and information comes out. Not the personalstuff BTW.

But if you have a job in the car or insurance business it's a piece of cake to get the address of the owner, it happens nearly every day cars are located and stolen based on stories on the internet. That's why I always try to be careful...
