you take it to your MOT station and the MOt tester can write you a letter. Make sure mot tester writes a report and adds the chassis number / number plate and uses letter headed paper.
If you bring your car up I know a garage who can do it as they did my own car years ago.

How come you need a report? Have you informed DVLA of engine capacity change?

insurance companies sometimes ask for it when you have major work done. its just a formality really.
