my resto continues..my M20 negine has been converted to a webber carb

now it has difficulty starting, will start with plenty of accelerator, 'smells petroly' and bogs down, revs drop and stalls.
previous owner infrms me he changed the timing belt...i do not know if he chekced the dwell, the timing etc...
but how do i adjust carbs, and the M20 webber carb i assume it is auto choke?
and the brake servo is this incorrectly bolted (as i need to remove booster to get servo off)
