I have had to buy chassis number plates and stickers several times in the UK, due to buying a number of stolen/recovered vehicles, they have never been supplied blank, they are always complete. You have to show ownership of the car (V5 document) and there is a form to fill in, they say they have to inform the police so they can check but I have never had to talk to the police even when high end cars have been involved. I recently bought a new scuttle panel for an e30, had to go through the whole process as the chassis number is stamped in front of the windscreen, the new panel came complete with stamped in chassis number, cost of the panel only £35.
